ROFL - all drivers allow you to change the sliders, thus indicating higher speeds. But thanks to Dell, guess what? They are locked in BIOS and so your software changes do diddly squat. If it was that easy, there wouldn't be so many...

Bought mine July 05 - no need to change heatsink. To be honest, I doubt if there is anyone here who HAS needed to swap out the heatsink.
Having a 130W power supply doesn't mean that your 9300 suddenly uses more power. It simply means that up to 130W of power is available to be supplied. Your 9300 will still only use the power it needs - so no more overclocking headroom.
Another thing you might want to try is to hook up an external monitor. That way you can isolate for sure whether the screen is defective or if it is indeed a video card problem. Also, as hinted above, try a few different video drivers.
Not sure what you mean by soft graphics - it looks just like Doom 3 (as it is built on that engine). Does it look different than Doom 3 did to you, or the same? This should help in explaining what "soft graphics"...
Just keep in mind that anything coming in from overseas that is stated as being more than $500 (Australian) incurs extra duty taxes. The way to get around this is to get whoever ships the card to you to put under description...
