nope. the reason is the cool'n'quiet throttling, just as AIYYYY mentioned. The performance testing algorithm of the fable installer just reads the current windows CPU speed. it doesn't stress the cpu to get an accurate reading. pretty...

btw the resolution is customizable through the config file in your "My Games" folder, so you can use 1920x1200.
