Assuming you don't care about gaming,you can save a lot by going with the Inspiron 1520 or Vostro 1510 (both under $1000). Anything with a low-mid range C2D CPU and 3GB memory would work for you.

Basically you have workstation requirements and a cheap consumer budget. You're going to have to prioritize. My guess is CPU>memory>GPU>HD size would be a good priority list for you.
