ok so i was able to get it to go to 30 fps by sitting my computer facing away from a window so max light is shining on my face. however, if i move away, the frame rates drop again. annoying, but at least it works one way.

My best guess is that it's a bad hard drive. I had the exact same problem when trying to install vista, where it would stop at exactly the same point every time. It turned out that the hard drive was faulty.
