The Dell 65 watt works just fine with the M90 and the M1710, you are never going to find a combination adapter that will not cause the CPU\GPU to throttle because you just can't draw the wattage from air or auto outlets.

ok lets be realistic about this. You have a blown up laptop top, Dell swaps it out. They cannot afford to invest man hours investigatiing if every piece of hardware that fails. Over the last couple of years this topic comes up...
