Are the discs the original discs or are they copies? Have you tried installing the same discs to another computer? Just process of elimination.

Why not downgrade your processor to:Intel® Core™2 Duo processor E6400 (2.13GHz)? Not a very significant decrease in speed. Probably won't even notice the difference.

30-45 fps ain't that bad for that game with everything maxed out. My take on this is that the demo left out some features that are now present in the retail version.
