If you really wont to lower the temps you need to take your card apart, scrape off Dell's thermal solution, find a suitable copper shim (I used a .02 (24 guage) copper sheet and cut a square about the size of the GPU die) use some AS5...
A good way to check is to play a game and then check the peak reading on the task manager - it will read the highest amount of memory used.

These cards are pretty tough. The throttle is there to protect the card, so your not going to fry it.
My card throttles at 104(fangui) 110(CP) even though it says 115 in the control panel. My most graphics intense games usually are in the high 80's sometimes I'll hit the 90's. I challenge anyone to run 3dmark05 just the pixel shader...
