Meh, after listening to it some more...it's not too bad (and only audible at max frequency). Also, there is a similar on and off buzz, I think from my video card.

It's not the fans lol. It's the cpu itself. I'm just not sure if my old one made as much noise and it's urking me. I found an old thread...looks like there isn't much fix for it other than keeping the cpu from going down into C3/4 sleep...
