cpu of this lappy is soldered or removable? thanks for your help!

i have a nec versapro va60h laptop which had a celeron 600 cpu, after ugrading to p3 700, my system keep running at 550 all the time (even with AC plugged in), what's wrong and is there any way to run at full speed?
