I had the same question and called and asked last week.... No they wont let you use your EPP discount in the outlet.

I believe your answer may be that to access the additional 128 the Request has to go across the processor across the MB to the additional 128mb which slows it down. If it only goes for the 128 on the video card it doesnt have to go...
