A USB TV tuner usually uses some sort of compression due to the limited bandwidth of USB 2.0 which introduces time delay so a TV card is usually just about unusable for video games.

I would disable the service because I've seen it cause compatibility issues with all sorts of software and haven't found a use for that service.

Yep I noticed that on mine too... I tilt the LCD a bit more forward than usual so I don't notice the effect as much.
