Ironically, the GMA950 has faster bandwidth and specs then the ATi Mobility 9600 in your Inspiron 8600. Of course, the ATi is better in producing the graphics, in turn, give more FPS.
Check to see if your hard drive is in PIO mode (I think its PIO, might have to correct me on that). You can check it in the Device Manager and check your IDE properties.
