I finally got the vertical refresh rate to change with PowerStrip. That not only cured the lip sync problems with the tuner, but some other programs as well. The tuner works well in HDTV, but it seems really noisy on analog signals....

I have 2 XPS2s with LG screens, one 3 weeks old and one 1 week old. Both have the same amount of grain, and the newer one has a bit more light leakage. Both have more grain than any of the glossy screens I've seen in the store.
