Are you using Power strip or some other video card tweaking software? If so, disable it, reboot and the try the experiment again. My I6000D would do this with Power Strip running.

Yes the fans run all the time. But I was just noticing that since I performed the BIOS upgrade that I have a new fan speed. It used to just be low and high but now I have a low (which is lower than the previous low) medium and high....
