I don't think either of those is possible. 64-bit RAM means that there are almost certainly only two RAM chips (with a 32-bit data bus for each). There would be no reason to use extra RAM chips and then use software to limit it to 64-bit...
Yes, it can play every game available at the moment. Later games may require a physics accelerator (which obviously isn't supported), but for now the Geforce Go 7600 is a perfectly adequate card for any new game.
I think this is normal for HyperMemory cards. Wikipedia shows a 64-bit memory bus for all the Mobility Hypermemory cards (although I don't know where that information came from). ATI's page lists no information at all about Mobility...

Personally, I went for a HEL80 because I wanted the extra screen size. However, if you're after a more portable laptop the HGL30 is definitely a good choice. Lighter than the HEL80, same performance, and it'll probably get better battery...
