It's probably just your hard drive loading a different part of the level. It happens all the time in any games I play.
If you aren't going to OC, I think it is worth the $100 to go from the e6400 to e6600. The e6600 has the potential to make the difference between a smooth gaming experience and a choppy one if the game requires a lot of processing power....
