Just looked it up to make sure, and yes, the 5690 has the Intel RG82865PE / Intel FW82801EB (ICH5) system chipset. The version of clockgen I linked should work for you.
I don't have a 5690, but it should probably be an 865PE chipset. In that case you want the version of Clockgen that is CG-ICS952607. It works with my 8790, and I'm able to underclock alright. It crashed the first time I used it, but...
