The information being reported by CPU-Z is correct. When the CPU is idle, it goes down to the lowest P-state with a multiplier of 6, so 166 x 6 = 996. Remember the FSB is 667 mhz quad pumped, so the actual bus speed is 667/4 = 166.75...
I don't think there's a spec difference as far as core/memory speeds goes. But the dual pipe one should be able to dissipate heat better, which is good for overclocking.
