Take a look at the list of tools over at VideoHelp.com. You really don't give enough information like source, desired end product, your skill level, etc. With the list of tools you can judge for yourself.
I'd clean the registry too. Codec Packs do not un-install gracefully. Yet another reason to avoid them. There is a program called 'Codec Sniper' or something like that that may help you clean things up. If you don't have too much...
The video chip has almost nothing to do with editing. The only time it would even enter into the equation is rendering previews. The ram and processor is what you need for video. The larger screen wouldn't hurt though.
