The 'Peer to Peer' section of most of the brand forums is about as close as it gets. At least that's the case in the Gateway-Emachines section.

FWIW, I'm using a second monitor set up and it pops up on the second monitor, right on top of the WinAmp or TV window. I don't even have to mouse over it, just changing pages is enough to trigger it.
