Alien Fusion is apparently only for Vista. You could try installing the Command Center for Vista on XP. No guarantees on that one.
You cannot create new power plans while in Stealth Mode. Take it out of Stealth and you will be able to create any plan you wish.
To get out of stealth mode simply touch the gauge/tachometer-looking thing on top of the keyboard (all the way on the right). Can't answer your touchpad question since i keep mine off ... always.
