What makes you think the CMOS is the reason why your system wont power on? It could be a bad ac adapter, loose/bad dc connector, bad motherboard...
you can not upgrade the CPU on these models, the CPU is soldered on the motherboard itself. Your best bet would to be getting a faster hard drive. That would help your performance and you can also increase your storage space.
