I don't see it on Dell Home anymore . . . Anyone know anything about this?

thats strange. You can find it on the dell epp site though... plus it has the 12% off discount + another 25% off

Yeah, but none of the configurations have the X1400 as an option.

A downgrade, definitely. It's roughly equivalent to the current X700, I believe.
