FSC Amilo D 7820 CPU Speed Problems...

I've attached a screenshot of my Notebook with a P4 2.66 Ghz Desktop CPU doing an arithmetic benchmark in SiSoft Sandra.
The upper graph is my CPU while the lower graph is the "reference" result of my CPU.
The CPU load/throttle screen is RMClock.

Obviously, there's something wrong with the throttling. Is it supposed to be that slow?
The CPU never goes above 54%, no matter what I do...
