18KFanGUI might be reading your max speed instead. But also note that running 18K could be enough to power up your CPU. But don't worry about it, it's working perfectly fine.
The control panel is inaccurate at reading the current clockspeed (at times it's claimed mine is running at 0.6Mhz!), Intel have a small program called Frequency ID utility or similar from their site, I find it's usually accurate at reading the current cpu speed.
