Hp Pavillion 4000 (4427) Boot - MB problems

I have done quite a bit of work on desktops / towers, new to laptops. Mine started not booting, lights would come on, fan would come on and that was it would repeat 3-4 times and then just stop.

It is out of warranty so took it apart. On the lower left corner of the notebook there is a tear in a metal strip that is encased in a copper-colored plastic sleve. Looks like a ground or something. I image it is in the protective sleve because it sits over some small diodes or whatever and IF the system had a floppy drive that would be above it. So can I just solder a wire and connect this and see if that resolves the problem? And what is this thing called???http://www.notebookforums.com/newthr...ewthread&f=99#

Thats the shield and will not effect the boot ops of the board.. Are you getting any LEDs? or action at all?
