There is no need to be concerned about the fan settings with this new BIOS. If you read the Intel specs on Pentium M chips, the temp they are designed to shut down at (so as to avoid killing the chip) is 125 deg C!!
With this new BIOS, my CPU temp reaches 57 before the fan kicks in. I am quite impressed that a CPU can idle all day long and sit at 40 degrees with only passive cooling.
The biggest benefit I have found to having the fan off most of the time, is an extra 30 to 40 minutes of battery time.
And besides, if you really are that paranoid, just override the fan settings with i9kfangui (as kagy600 stated above).
But to reiterate, the Intel spec for safe working temps is anything below 125 degrees C. So don't sweat it
