That's spot on. I've never really been sure why they decided to release one more iteration of the 9x platform in the first place, but you're absolutely right about why it was so bad.
I had just moved to the SQL group after SE shipped and we were all really proud that it had been such a good product. When ME was first announced, there were a lot of quiet reactions of "What?" and "Why?", but we figured it was going to be what everybody
figured it would be: an updated version of 98.
That's what made it so embarrassing, realizing that it was actually a severe degradation of the product you'd worked so hard on previously. I think that was probably the beginning of the disillusionment for me.
