Best bandwidth limiter

What's the best bandwidth limiter out there? For a shared connection, to limit bandwidth of one user so it doesn't hog all of the bandwidth.

I know of www.netlimiter.com, are there other options? Net limiter has plenty of stuff we simply don't need, all we want is to limit DL/UL going through one connection.

You should be able to do it in the more advanced router settings. I think smoothwall will let you limit by connection. Or if you are using a windows box...I dont know.

Is there a way to tell other computers on my network to limit them?

I DO NOT have a domain.

You don't have to have a domain to limit bandwidth through a router. If you are running multiple PCs off a cable or DSL connection, you should already have the router in place. Just look in its advanced settings for bandwidth limits. And yu can't limit bandwidth on PC 'a' from another PC sharing the connection.
