A processor is a CPU, a chip, Intel, AMD, etc. Some workstations, notice they exclude servers, have more than 1 CPU, or in the case of a HT CPU, appear to have more than 1 CPU. Therefore they are talking about a "single" workstation with up to 2 CPUs. Of course you can install it on a machine with more CPUs, but the OS will ignore them. You have to get XP Server edition.
Activation and Product Licensing Policies. It specifically says "Windows XP may be installed on one PC."
You can install it on as many machines as you like, you just won't be able to activate it, then after 30 days, your locked out. If you have a copy of WinXP Pro
corporate edition, like Beachbum's, then activation is not required, so you can install it on as many machines as you like.
