If you are a student (college) you can look at the student bookstore and get XP Pro for about 99.00 (That is what is was at my college). Also, XP Home will not see a WIN2K or WIN2K3 server at all, can actually kill the network as it is not designed to handle it (designed for workgroups).

With regards to the lifetime advantage of technical support when you buy it to resellers...
One advantage of buying retail, is you can use the retail version and transfer it to any computer (laptop or desktop).
While the OEM version (bought from the reseller), the drivers with the software is customized for the particular laptop you bought only...
I think, what would be better is ---a retail version (boxed)from the reseller. That way, you can use the software to any computer if you want but still receive the lifetime technical support for the laptop you bought from the reseller...
I am not aware of any reseller having this option...
That is probably the reason, why the option of having a laptop without a operating system bought with it... is popular...
Pharoke is right... If you are a student or a teacher, you are eligible for a discount in academic stores... (in store and online)
The least expensive online price I found with retail version of windows is with academicsuperstore.com.
They have a promo on windows OS before...
