lol
i think u need to know that nothing is locked and u were just settin ati tools wrong...
i like radlinker far better than ati tools and it's simpler to use

1-uninstall ati tray tools
2-ok look for radlinker in google, guru3d, or anywhere u want...
3-install it
4-after ur done installing it
5-on ur desktop right click and click on radlinker
6-the radlinker window will come out and it should show the clock rates section... if u have them by default core should be 351 and memory should be 297 something like that...
7-check the Enable Clock Rate Change
8-try wutever clock speeds... i use 432/432 or 445/400 and it works great heat hasn't increased a bit
9-click on set
10-click on use current
11-click on ok
12-just to convince you that ur radeon 9800 is not locked, reboot ur computer and repeat steps 5 and 6

also a very important factor why xps gets lower framerate in games sometimes is because u have a lot of dust on ur heatsinks and ur fans don't do a very good job with the airflow and u might hear the fans goin fast all the time so open ur two fans and get the dust out of the heatsinks and then with a can of compressed air blow the air from the back of the laptop to the heatsinks... u can clean the fans with compressed air before blowin into ur system too. i did that and now and i get 100fps in WoW 1920x1200 and i used to get 40fps before so u should try that too

I had exactly the same problem when I tried to use modded desktop 5.11 drivers on my laptop.
The solution: Installed the mobile version of 5.11 and they work like a charm.
Here's the link:

I tried that dokebito, i tried a few different programs.

i didn't realize i could get 5.11's in a mobile driver, i don't know why they just never came up while i was searching, lol.. i'm bad at that.

I couldn't get the mobiles either, that's why I tried the desktop ones. Stupid ati makes you download a file that checks if your laptop is compatible with the drivers and it says it's not (which is bullshit). It's a good thing a nice guy posted the direct link.

we must have those metric laptops or something.

on a different note, after i got that working i now see my battery life is at 93%, and i'm on ac power, it hasn't changed for a few hours, even after putting the over clock to the default

is it some kinda memory effect?

fixed it, the battery just need to be undone while the laptop was on, and put back in
