Sound Burps When Changing the Volume

Every single time I go under Volume Settings and use my mouse on the Volume Control a noise comes out of my laptop's speakers like a burp

I have attached a 6k soundbit of it. Its VERY annoying and can like shock you if you hear it with headphones on.

I have chosen when I got the computer for Sounds Off so I dont hear any of Windows bells and wistles but I hear this.

Can anyone explain this too me and how to fix it?

I have an Inspiron 6000 with Windows XP Home

That doesn't sound like the normal sound mine makes when I change the volume. It sounds like that sound it makes when the computer is messed up.
