Is this normal for the XPS2 BIOS on 9300 with pinmod?

I have just upgraded my computer with a 6800 Ultra and pinmod, so I also loaded the XPS2 BIOS A05. Now the fans are on all the time, even with CPU temperature 28 C, video card 48 C, hard drive 30 C, Memory 42 C and North Bridge 42 C. I know I can just turn them off using I9K FanGUI, but is this normal? My fans were hardly ever on with my 9300 BIOS (with 1.86GHz CPU and Geforce 6800) when I was not playing games.

Check on the laptop display (Nvidia Settings) on Clock Frequency Settings.

My graphics card is running at the default settings: 450MHz core/1.06GHz memory.

I know the with my 2.0Ghz and 6800 Ultra, my fans were running all the time. Same thing now with the 7800.

Yep, my fans are always on. I didn't know i9300's were different.
