IN THEORY YES...
but only on a desktop supporting 800mhz FSB and a compatable socket... (which I only think there's 2 boards out there right now that are...) and you have to find the right pin to mod it which nobody's figured out yet...
as for programs like soft fsb and setfsb and clockgen I don't think anybody's tried yet... SOMBODY NEED'S TO SEE IF THE PLL CAN BE WRITTEN TO!!!!!!!!!
AS WITH THE 8600's and 9300's HAD LOCKED PLL'S MAYBE WE WILL GET LUCKY THIS TIME...
