D470v changing processor multiplier ?

Hi all,.

I got a D470v with a P4/3.2Ghz Prescott (HT enabled), 1GB DDR400, but I cannot make it run faster than 2800ghz at max performance/always on settings.
The processor is identified as Intel(R) Pentium(R) 4 CPU 3.20GHz. The motherboard is Clevo/Kapok SiS648.
The multiplier is set at 14 but it should be 16 (FSB 200)
Temperature is well in range.
BIOS version is 1.0A and doesn't allow any change.
Anybody knows where can I find a new BIOS to allow the changes? Are there any switches/jumpers on motherboard?
Any help will be appreciated.

Is this the 4780? If so, i do not know of any multipliers. i think none exists. sorry.
