05 = 5th Generation.
Although they may not have made a name change in all cases, the generations are similar to 9000,9100,9200,9300,9400. That's 5. Dell thinks this will be easier for consumers to understand (which I think is just more things to confuse their employees with actually).
You are correct about the 17/15 being screen size. And the E stands for Entertainment. Along with B standing for Basic, and M being Multimedia (which I don't know why they chose that since the E-series are just as multimedia capable).
The naming scheme is for Dell Home sites, and applies to all new desktop and laptop introductions from 2005/01 and on. The XPS brand is still under a different naming scheme and will remain neutral as their TopShelf will have the same naming across all sites.
