DVD drive isn't recognized by Windows, works fine during bootup.

The DVD drive functions when I use it to boot from a CD but is not available during windows. Windows says

"Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41)

I have not changed any settings relating to the DVD drive and have only installed a couple applications (MSOffice 03, Pshop Elements 3, WMP 10 and DivX and XviD codecs). Other than those apps, I haven't done much besides load my pics, vids, and documents on the hard drive. I've tried unplugging and replugging the DVD drive but its still unavailable in windows. This has only happened recently and it happened before and the tech said to try to do a clean re-install, which I did and solved the issue but now it's back. Any ideas?

If you are running windows XP, try the following:
take a systemstate backup(registry backup), before trying this!!

Start regedit, find the following key : HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}

Delete UpperFilters and LowerFilters keys, then reboot.
