Problem installing Windows

I have an old desktop that my parents what me to fix. It has windows xp and wont load. I turn on the computer, see the windows xp screen then it gives me the option for either safe mod, command promt, last good mode, etc. I have tried all of these and nothing works. I click on one and I see a quick blue-ish screen appear (too quicky to get any idea of text) and the computer just restarts and the same screen appears.
I dont care about any data on hard drive so i just wanna do a clean install of windows. So i go into setup and tell it to run cd first and restart and it will not run the cd. I can hear the cd drive read the disk but there is no difference, it still goes to the same screen (safe mode, normal etc) So i made the only boot option the cd and disabled the others and restarted. Now the first and only screen that appears is
"Reboot and select proper boot device
Insert Boot Media in selected Boot device"
I had a different cd drive from a different computer so I switched it just to check if the cd drive was the issue but no difference.
I have no idea what to do know. I am thinking that its a nice new paperweight but I'd like to hear any ideas. Thanks

Are the cd and hard drive running on the same IDE channel. If so try changing them to the other IDE controller as it sounds as if the one that is currently being accessed is toast.
