For anything below the AMD venice core that was true and only when you had 4 sticks of double sided ram in your system. I actually called AMD about this with my Whinny core and asked them to replace it with the Venice (better memory managment) believe it or not AMD really did do this for me and I was more than greatful (What an Awsome company in my mind) I stated that the product on the box was not as advertised meaning I bought this CPU rated @ 400MHZ and NO where and I mean NO where on the box did it state that it will run @ 400MHZ unless running all 4 slots of ram. So they sent me out a brand new Venice core.
I have the FX60 core and this should more than be able to handle the 400DDR clock ratings as well as I believe all the product lines of the 5790's should (not sure what CPU version they use in the 3200+ however) in either regards it is a big hit not to be able to run this @ 400DDR and you would certainly have noticable gains running @ a true PC3200 @ 400MHZ rather than at 333MHZ.
Anyone know why they did this?
