Problems with DVD Decoder

Not quite sure what is wrong. At the moment the only way I can play DVD's is to enable the software DVD decoder in Windvd, which is the only program I can get to play DVD's. Not terribly computer literate, can I get some help?

try buying one of the following
cineplayer
powerdvd
nvadia decoder

well after dropping 3 grand for a laptop I kinda figured it come with everything to make it work. I skipped on having windows on it because over here we have plenty of legit copy's our commo guys don't use.

Now I hope that my dvd burner has all the stuff needed. It says its a Pioneer DVD-RW DVR-K16. Compared to some of our work laptops, which are much slower, my computer seems to load the disk slower, although everything else runs great after the initial load time. Is there some software I was supposed to receive with my computer or some option I need to enable? Because currently using the software dvd-decoder or whatever that comes with Intervideo WinDVD, makes the dvd's look pretty crappy.
