Dell Inspiron 3800

I have a Dell Inspiron 3800, and it doesn't seem to want to come on, theres no HDD No CD Rom drive, the old power board, laptop comes on then goes off after about 3 seconds, num lock and caps lock lights come on, new power board, the laptop comes on as soon as power is plugged in, theres a quiet beeping, num lock and caps lock lights come on, nothing on the screen, please help, also the fan doesn't come in when i turn it on, is this normal, thanks

I'm sorry, your post is waaaay to difficult to follow in my current sleep deprived state. Please reword and write it again, this time remember there is a FULL STOP key on your keyboard. A little grammar goes a long way in helping us understand what the problem is.
