Dell doesn't want people hyper-clocking their laptops haphazardly and frying out DIMMs. They're looking out for themselves - they could care less if you upgrade your RAM, but if you use theirs and burn it out due to futzing with the timings, they're liable. They're trying to avoid giving some fifteen-year-old who got a "1337 'puter" for his birthday from setting all the timings to 1 on uncooled non-enthusiast grade RAM because he doesn't know anything except "lower is bett0r lolz."
Truth be told overclocking the RAM doesn't net you much (if anything) at all performance-wise.
