Not sure if the fan going off every seven minutes is normal as don't run max speed, is there a reason you don't use a dynamic switching mode on your laptop?
I use speedswitch on my F2 and have it set at dynamic which goes between ~550mhz-1600mhz. Sisoft appears to show that there isn't any difference:
1600mhz ALL THE TIME: 5005/2840 (sisoft arith)
DYNAMIC: 4999/2836 (sisoft arith)
anyway, the filename for speedswitch is, sswitchxp130.exe , forget where I got it, but its freeware so its around. Anyway, laptop will run much cooler idling around ~550mhz so less fan action. Performance appears to me negligable, but you can force it into full speed on the fly if you wanted, so no biggie.
XTERM - (i think you were looking for this, might have been someone else) but it appears there is a setting in speedswitch to view your battery life in remaining in minutes, but it didn't work for me, and really didn't mess with it too long. Might want to give it a try.
