How do I know if (after reinstalling Windows) my computer is recognizing the dual core chips?? It doesn't run very fast

fast is in the mind of the beholder, and just open task manager and check to see if its showing two cpus

yes your task manager has a tab called performance, it will show both cores performances

Also if you check on the device manager in system properties, you'll notice two processors
