For one, you hardly need anything above a P3 600 MHz for DVD-watching and software decoding.
As for games, I've personally run Max Payne 2 at 1680x1050 w/ high settings and it was fine on a Centrino 1.4 GHz. They aren't as bad as you make them out to be, and most people find their performance acceptable.
