The desktop chipsets do work as you say, where plugging in an external graphics turns off the internal.

You are probably talking about notebooks, and more specific Dell notebooks.
Every desktop system with a standard PCI / PCI-E bus and several notebook systems with a 845G/915G/945G can be used with other graphic systems just by disabling the internal graphics.
I did not say that the external graphic turns of the internal graphic, that is something the user is supposed to do.
But.... the notebook manufacturer can prevent this by not installing certain hardware components, for instance by preventing the PCI-E bus funtioning to its full specs, since the notebook bus is manufacturer specific.
It has also absolutely nothing to do with the Intel G chipsets
