Inspiron 5150 blinking Power/Battery LED

I aquired a Dell Inspiron 5150 from a friend that ended up buying a newer Dell, because this laptop stopped working on him. I got absolutely no description on what could have happened to it. I am suspecting that it is a dead power supply. I've searched the Dell troubleshooting website for information on "blinking LEDs" and only recieved relevant information about reseating the RAM (which didn't do anything). I've tried using some spare RAM, and nothing happened either.

When plugged in to A/C power the Power and Battery lights blink rapidly and do not stop. I don't have another external power supply to test it on, and it seems that the battery refuses to charge (I am assuming that there is something going on from stopping it charging). That seems to be the only problem (I haven't got it to boot, POST, or anything) but I can't be sure. I was wondering if anyone has encountered a similar problem and what a possible solution may be.

I've also browsed through some of the topics on the system and it seems that it was one of Dell's worse lines of laptops. Unfortunately though, I'm not sure if its entitled to a exchange because on the bottom there is a nice red Refurbrished sticker. I guess its pretty obvious that I'm not going to be getting an exchange on this laptop, but I would still like to know the possible chance that this thing may indeed work with a little money invested. If not, I suppose its up on eBay for the laptop.
