They just added it, Just check here

256MB NVIDA GeForce Go 7800 (256NV) [Sumar $136.950]

I don't know what's so special about the Chilean site, Dell launched the new inspiron line there first than in any other place. Well, Chile ROCKS!

BTW, they was offering the cards a few weeks ago too (as you all know) then it was taken out and now they're offering it again.

As I said, the 9400 was launched in the Chile website first (I'm chilean), then in other places like USA. (Maybe I'm wrong and it was the 6400, but it was one of those, or both). 9400 is there a long time ago, they used to offer the 7800 and then they taken it off (Just like in the rest of the world), and now it's available again.. so I guess it'll be available for the US really soon.

Keep on dreaming. I don't think they will offer them now. Maybe in a future. People are also receiving their laptops with the 7800 go and not the 7900 go gs.

Considering what we have seen with initial XPS1710 specs I dont see a 7900 on the e1705 for a while.

XPSM1710 Red = Geforce 7900 GTX 512MB
XPSM1710 Black = Geforce 7900 256MB
E1705 = Geforce 7800 256MB
M90 = Quadro 2500 512MB (Slower Geforce GTX 7900 Variant)

that's cause we(latinamericans) have to wait between 2weeks-one month to get our laptops,
that's why we have that offers first

Do you have to pay custom taxes when you get the laptop?

Our tax value is not as different as the rest of the world: http://en.wikipedia.org/wiki/Value_added_tax , Check the EU list there. Happens USA got a low tax. That's why it's a great country for purchasing and living... that's why I love free market and I always support it and I'll keep doing it. Laissez Faire for everybody.
