Rule of thumb, if your a gamer, disable Cool and Quiet.
Game developers for the PC have a very hard task in assuring their game operates at an exceptable level for ALL machines of any class. They don't want their game to look bad because it's not configured to run good on your machine. So in order to do that many have resorted to using automatic checks on systems. Fortunately most will allow manual over-rides, but more are starting to not even allow certain levels of over-rides which is a bad thing. Definately complain to the publisher of any game you have problems configuring. They need to know we control our computers, not them.
I'm currently upset about the fact that GRAW will not do FSAA. Sure, HDR is nice, but FSAA is nicer. At least ATI realizes that and created a way to allow FSAA & HDR in Oblivion.
